Debarment was proposed because an OIG investigation revealed that \nfrom 2011 through 2014, Mr. Howard Mora and Alan Buxbaum, as coowners of A. Stein Meat Products, sold varieties of meat products \nmarked with a falsified “USDA Prime” grading shield using a \ncounterfeit “USDA Prime” stamp. \nOn September 21, 2020, in U.S. District Court, Eastern (EDNY), Mr. \nMora and Mr. Buxbaum each pled guilty to one count of conspiracy to \ncommit wire fraud in violation of 18 United States Code § 1349. \nOn February 4, 2021, in U.S. District Court, EDNY, Mr. Mora and Mr. \nBuxbaum were each sentenced to five years’ probation. In addition, \nthey were each ordered to pay a fine of $20,000, a special assessment \nof $100 and joint restitutions in the amount of $88,424 to the victims, \nSSAP, LLC and A&B Restaurant Group, LLC.
